Yet despite its significance, productivity in the sector has largely flatlined since the mid-1980s. Defective building work, particularly in multi-unit housing, has become a costly and systemic issue.
A 2014 study by the Building Research Association of New Zealand (BRANZ) found that 92% of new houses surveyed had compliance defects, and subsequent analysis by the New Zealand Institute of Economic Research estimated that defective construction costs the economy around NZ$2.5 billion annually, nearly 10% of the sector’s total value. For Auckland, this loss equates to roughly 5,000 homes that could have been built each year, were it not for systemic quality failures.
Multi-unit developments magnify these risks. Defects in one unit can cascade vertically and horizontally, affecting dozens or even hundreds of dwellings. Rectifying these defects not only increases costs but also slows the delivery of urgently needed housing.
To address this, New Zealand can adopt proven international quality control practices from markets including Hong Kong, Singapore, Australia, the UK, and Europe, focusing on robust site supervision, contractor accountability, formal quality frameworks, and mandatory testing.

1. From Performance Codes to Systemic Quality Management
New Zealand operates under a performance-based Building Code, which replaced the prescriptive Ministry of Works standards in the late 1980s. While performance-based codes allow flexibility, they require strong procedural discipline. Without it, “tick-box” compliance dominates, prioritising speed and cost over quality. This approach contributed to the leaky homes crisis, with legacy costs estimated at NZ$47 billion, and annual health impacts costing NZ$145 million in hospitalizations due to poor indoor environments.
High-performing construction markets integrate ISO standards to embed quality management into everyday operations:

Internationally, high-density projects require clearly defined supervision roles.
Hong Kong: Registered professionals and contractors submit formal supervision plans and carry statutory accountability.
Singapore: The Building and Construction Authority enforces structured inspection stages and legally accountable site staff.
Key features include:
Mandatory supervision plans: detailing critical inspection stages, responsible personnel, and sign-off procedures
Competent site staff: registered and competency-assessed professionals
Personal liability: false certification or gross negligence can lead to fines, deregistration, or prosecution.
In New Zealand, Licensed Building Practitioners sign Records of Work, but one-third of Auckland projects reportedly fail their final inspection, highlighting the inconsistency of current site supervision.
3. Waterproofing and Wet Area Testing
Waterproofing failure remains the most expensive and high-risk category of defects in multi-unit housing.
International best practice includes:
Mandatory ponding tests: wet areas flooded for 24–72 hours, leakage monitored, and sign-off documented
Certified membrane installers: manufacturers inspect and certify installations
Re-testing after rectification: failed areas must be repaired and retested
In New Zealand, such testing is often optional or consultant-driven, contributing to the “build now, fix later” culture and rework that costs millions.
4. Facade Performance and Envelope Integrity
Facade defects are costly due to access challenges and long-term water ingress risk.
Globally, high-rise residential buildings follow strict testing protocols:

Aligning legal responsibility with financial risk is critical to prevent systemic failures.
8. Embedding Lean Principles
High-performing markets combine quality control with lean construction methods:
Plan–Do–Check–Act cycles
Waste minimization and continuous improvement
Early subcontractor integration
Digital documentation and BIM-based clash detection
This reduces rework, the greatest productivity drain. For New Zealand, addressing the NZ$2.5 billion annual loss to defective construction requires this cultural and structural shift.
9. A Proposed Framework for New Zealand
To modernize multi-unit housing quality control, New Zealand could adopt:
Mandatory ISO-aligned Quality Management Systems for large multi-unit projects
Statutory supervision plans with legally accountable site personnel
Compulsory waterproofing and wet-area testing
Mandatory facade performance testing
Risk-based council auditing supported by a national regulatory body
Contractor grading tied to performance
Long-term defect insurance requirements

Conclusion: Build Right, Not Just Fast
Multi-unit housing concentrates both opportunity and risk. One defect in a 40-unit development can affect dozens of households.
New Zealand already pays billions for past failures. To protect public safety, productivity, and affordability, the construction industry must:
Embed quality management systems
Strengthen site supervision and legal accountability
Mandate testing for waterproofing and facades
Introduce national oversight and contractor performance tracking
Quality is not optional. It is infrastructure resilience. By aligning with international standards and practices, New Zealand can reduce waste, rework, and long-term financial loss, delivering safe, durable, and high-quality multi-unit housing for generations to come.
